EVIDENCE BEFORE OPINION · VERSION 1.0 · 01 NOV 2026

Independent by design.
Accountable in detail.

Useful intelligence begins with knowing what is verified, what is claimed and what is still unknown.

01 · EDITORIAL INDEPENDENCE

A publication, not an official league table.

UAE TECH INDEX is an independent editorial project. It is not an official UAE government ranking and does not confer regulatory approval, investment advice or procurement eligibility. It is a standalone platform, with no ownership attributed to any featured company.

Payment never changes inclusion, verification, an editorial score or rank. Any future advertisement or commercial relationship must be visibly disclosed and separated from the assessment. There are no sponsored placements in this first local edition. Conflicted reviewers must recuse themselves from the relevant assessment.

Homepage spotlights are editorial navigation choices, not rank positions. The edition is named UAE AI 50 — 2026 and is capped at fifty organisations. A smaller selection is published when the evidence supports fewer profiles.

02 · WHO CAN BE INCLUDED

Three conditions. All required.

  1. Identifiable organisation. A working official identity, website or authoritative institutional record.
  2. Meaningful AI work. A documented AI product, technical activity or AI-enabled technology offering. Merely mentioning AI is insufficient.
  3. Meaningful UAE presence. Sourced headquarters, an operating office, a locally established entity or a documented operating presence. A demo featuring Dubai companies does not establish UAE operations.

Companies, subsidiaries, divisions and AI-enabled technology businesses are labelled distinctly. Group entities can appear separately when their activities are distinct, but shared ownership is shown. Their funding, revenue and customers must never be added together as if they were unrelated organisations. Rebrands are consolidated rather than counted twice.

03 · SOURCES & CONFIDENCE

Follow the claim to the source.

Primary company documentation establishes what a company publicly says. Institutional sources, filings, product documentation, counterpart announcements and credible independent reporting can corroborate it. A press release reproduced by a news outlet is still a company announcement, not independent validation.

  • Official: company websites, product pages, official announcements and professional company profiles.
  • Institutional: government, exchange, university, accelerator or industry-body records.
  • Independent: reporting with its own substantiation. This label alone does not establish that every claim was independently audited.

Material facts and developments link to supporting sources. Checked dates show the date the source was reviewed, not necessarily the date of the event. Historical funding, launch and leadership announcements are described with their original date when available.

“Source checked” means that identity, AI relevance and UAE presence meet the inclusion test. It does not mean a product was tested, a client independently interviewed, or a legal entity audited. A company’s projected impact is not presented as measured performance.

04 · PEOPLE & FOUNDING ROLES

A CEO is not automatically a founder.

A founding role requires explicit source support. Current executives are recorded separately. Corporate or institutional creation is not attributed to an individual without evidence. Founder lists can be partial; missing information is left out or marked Not publicly verified.

Biographies are original summaries of sourced professional information. No interviews or quotes are fabricated. Public availability alone does not grant portrait reuse rights. Founder photographs use an identified open licence, an explicitly offered official press-kit download or documented permission for this platform, with credits and a source on the profile. Other people retain initials. Official company logos identify the subjects of editorial reporting; they do not imply endorsement.

05 · THE ASSESSMENT MODEL

Five criteria. A documented judgement.

AI technology & innovation30%
Market traction & customers25%
Product quality & applicability20%
Growth & scalability15%
UAE ecosystem relevance10%

Each criterion is assessed on a 0–5 scale. Scores are editorial judgements based on documented evidence, not objective measurements of overall company quality. Reviewers record a substantive rationale and specific sources for each criterion.

ScoreMeaning
UnknownInsufficient evidence. Stored as null; never silently converted to zero.
0Reliable evidence demonstrates the criterion is not met. A documented negative result is required.
1An identifiable early capability or activity with limited substantiation.
2A documented product or initiative with a plausible application and supporting evidence.
3Specific, corroborated delivery evidence relevant to this criterion.
4Strong evidence of sustained delivery, validated outcomes or technical distinction.
5Exceptional, sustained evidence across multiple relevant sources; a high bar beyond marketing claims.
  • Technology: inspect documented architecture, original technical work, releases or evaluation results. Funding size does not establish technical innovation.
  • Traction: assess dated customer or deployment evidence. A logo or unnamed prospect alone does not establish a customer relationship.
  • Product: assess documented availability, applicable use cases and performance evidence. Attractive marketing and a simulated demo do not establish product quality.
  • Growth: assess comparable, dated operational signals. A funding announcement alone does not prove revenue growth or scalability.
  • Ecosystem: assess substantive UAE operations, research, talent or partnerships. A postal address alone supports presence, not exceptional ecosystem contribution.

A claim supported only by the subject company cannot justify a score above 2 without a recorded exception supported by direct technical evidence. Publication requires an editorial judgement about source relevance and independence; the software’s validation is a necessary gate, not a substitute for that judgement.

06 · WHEN A RANK CAN APPEAR

Selection is separate from ranking.

A numeric rank is published only after all five criteria are assessed, every score has a rationale and valid source references, at least two source domains support the profile, the source check is within 180 days, and an accountable editor approves the review. A stale flag immediately removes the assessment from the public ranking.

Final score = Σ(weight × criterion score ÷ 5), giving a score out of 100. Internal draft assessments show evidence coverage and, separately, a normalised provisional score across known criteria. Neither partial coverage nor a draft score is published as a rank. Equal scores share the same rank; companies within a tie are displayed alphabetically.

The initial release contains source-checked profiles, not invented numerical assessments. Numeric ranks are withheld until the comparative evidence is sufficient. Organisation labels and parent relationships remain visible when an assessment is eventually approved.

Any material company edit invalidates its previous ranking approval. An editor must review the updated profile before reapproval. The administration records changes, reviewer identity and reasoning.

07 · KEEPING THE RECORD USEFUL

Research is a continuing responsibility.

Every record carries a checked date and missing-data notes. A 180-day source-age threshold marks profiles for review; material changes should be checked sooner. This local edition does not claim to monitor companies continuously or automatically verify live sources.

Company submissions enter a private moderation queue. They do not create public profiles or guarantee inclusion. A reviewer must establish the inclusion criteria and preserve the source trail.
